BOARD OF DIRECTORS MEETING

 

November 1st, 2004

Present:                                   Tom Base - President

At 7:30, the BoD meeting was called to order by Tom Base. The Special Assessment and '05 Budget reviews preceded the BoD meeting

 

A special assessment of $51,710 ($300/home) for hurricane damage and other extraordinary expenses, as detailed in the worksheet that was mailed to homeowners, was reviewed line by line and approved 4/4

 

The '05 budget of $241,215 ('04 = $258,214), as detailed in the worksheet that was mailed to homeowners,  was reviewed line by line and approved 4/4. The new quarterly assessment is reduced to $349 per home

 

The minutes of the October 5th BoD meeting were reviewed and approved 4/4

 

More than 18 homeowners were present to volunteer these Good and Welfare discussion topics:

Þ       FEMA contributions for hurricane expenses

Þ       Cost of replacement of large trees from the hurricane damage

Þ       Landscaping costs for '05

Þ       Change the bylaws to include paying legal fees if court case is lost

Þ       Legal costs for '04 and '05

Þ       For legal costs, put home owner's names on the website

Þ       Illegal parking process

Þ       Increase no parking time from the current 2:00-5:00

Þ       Fortress call Coral Springs to report 'suspicious'' activities

Þ       East boundary needs a buffer, gate, and fence

Þ       A letter was written about security letting people in

Þ       Security is not implemented uniformly by the guards

Þ       Children's names need to be added to the security entry list

Þ       People are getting in without being asked for ID during the night shift

Þ       To minimize future assessments, precautions should be taken to prevent overgrown trees

Þ       Smaller trees that won't be blown over should be put in

Þ       The HOA should trim all trees and charge the homeowners

Þ       Landscaping by some HO's looks bad

Þ       The HOA should handle trees, pools, and landscaping

Þ       Many front lights are out

Þ       Tree removal along the eastern boundary

Þ       The plumbago on the center strip of Wiles needs trimming

Þ       HO's should be considerate to one another when cueing to enter Wiles

For the Social, and Welcoming committees, Bob Filoramo is the BoD representative

 

MIchael Thorz Treasurer's Report included:

Þ       Cash on hand operating                    $37,406

Þ       Reserves                                           $2,011

Þ       Past due assessments                     $11,415

Þ       HO past due assessments                       13

Þ       Fines and late fees   owed                     $730

 

Crime Report

Þ       No crime in September

 

Legal issues were discussed:

Þ       Three HO's are into collection

 

Property management report discussions included:

Þ       The delinquency report.

Þ       The next property inspection is scheduled for Wednesday to include removal of plywood and shutters

Þ       Irrigation expenses for repair

Þ       The Grievance committee needs to meet for a drive-by harassment

 

Old Business

Þ       The Mailbox standard is implemented to 70% of HO's. Due process for violations was approved 4/4

Þ       For overnight parking violations, towing after due process was approved 4/4. No sign will be posted. Legal advises the a sign is not needed for towing as long as prior notice is given

Þ       A meeting with Fortress is needed to discuss consistency of implementing the Post Orders, the change of the passcode system, and signing the new contract

Þ       The 'Children at Play' signs replacement for $491 was approved 4/4

Þ       The grubs in the lawn will be treated

Þ       For the FPL easement, four signs will be installed. HO's can then initiate a barring of any unauthorized person

Þ       For the front landscaping, the annuals will be changed, hedge eliminated, and the monument straightened

Þ       The repair of hurricane damage along Chardonnay should be completed by Thanksgiving

 

New Business:

Þ       A landscape standard was added to new business

Þ       An annual appraisal of Benchmark will be scheduled

 

Tabled items remained tabled:

Þ       Tree trimming all street trees

Þ       Wiles Rd homeowners covenant

Þ       Pre-litigation agreement

Þ       Install FPL blind on both sides of Rothschild

 

The meeting was adjourned. The next BoD meeting will be December 7th at 6:30
